Empadronamiento in Barcelona: 2026 Step-by-Step (and the Document Nobody Mentions)

The "empadronamiento" is the Ajuntament's record of where you live. The Spanish word translated literally means "rolling onto the list of inhabitants". Once you're on the padr贸n you can:

  • Get on the public health system (CatSalut TSI card)
  • Enrol kids in public schools
  • Get a Bicing subscription
  • Get a residente parking sticker
  • Vote in local elections (after enough years)
  • Prove residency for many bureaucratic processes

You'll do this once, soon after arriving. It's free, takes around 30 minutes at the office, and the volante (the certificate) is issued the same day.

You don't need NIE first

This is the biggest misconception. You can empadronarse with just your passport + a proof of address. NIE is not required. It speeds some things up but isn't a precondition.

That said, if you have a NIE you should bring it. The Ajuntament will record both numbers and you'll save yourself a future visit.

The proof-of-address part

This is where most people get stuck. You need to prove the Ajuntament that you actually live at the address you're claiming. They accept:

  • A long-term rental contract (Spanish: "contrato de alquiler") with your name on it. Standard.
  • An "autorizaci贸n de empadronamiento" letter from the property's titular holder, plus a copy of their DNI/NIE. Used when you live with a friend, family member, or in a sublet. The titular holder writes a 1-page letter (template below) authorizing you to be empadronado at their address, signs it, attaches their ID copy.
  • A property deed (escritura) if you own.
  • An Airbnb or Booking confirmation, if your stay is at least 3 months. Not always accepted; depends on the OAC.

The host letter, in 60 seconds

Spanish text:

Yo, [titular's full name], con DNI/NIE [number] y domicilio en [address completo], autorizo a [your full name], con pasaporte/NIE [number], a empadronarse en mi vivienda en la direcci贸n indicada.

Firmado en Barcelona, a [date].

Firma: ___________

Plus a photocopy of the titular's DNI/NIE. Both go in your folder.

The titular's signature does not need to be notarized. The Ajuntament does NOT verify it - they trust the document - but they do reserve the right to send a notice to the address afterwards.

Where to go

You go to the OAC ("Oficina d'Atenci贸 a la Ciutadania") of your district. Each district has at least one, and they're not interchangeable - go to the right one.

  • Sants-Montju茂c: Creu Coberta 104
  • Sant Mart铆 (Poblenou): Pla莽a de Valent铆 Almirall 1

Most OACs are walk-in friendly but you should book a cita previa to skip the line: ajuntament.barcelona.cat/cites-tramits. Slots open daily; demand is moderate (much easier than NIE).

What to bring

For a single adult:

  1. Passport (and NIE if you have one)
  2. Proof of address (rental contract OR host letter + host ID copy)
  3. The empadronamiento application form (you fill it at the OAC; some print at home from the Ajuntament site)

For a family:

  • Same as above, plus
  • Marriage certificate (apostilled and translated if not in Spanish/Catalan)
  • Birth certificates for children (apostilled and translated)
  • Family book ("libro de familia") if your country issues one

Couples without marriage certificate can still empadronarse together - each adult signs separately, kids go on either parent's record.

At the appointment

The clerk:

  1. Checks your passport and address documents.
  2. Enters you into the "Padr贸n Continuo" database.
  3. Prints two copies of the volante de empadronamiento individual (your living-here certificate).

You walk out with your volante. Done.

Volante vs Certificado: the distinction

There are two versions of the same document:

  • Volante de empadronamiento: instant, for personal/informal use. Free.
  • Certificado de empadronamiento: takes a few days, has a unique verification code, used for some legal procedures (mortgage application, naturalization). Free.

Most things accept the volante. If a process specifies certificado, request that version separately - either at the OAC or via the digital portal once you have a digital certificate.

How long is empadronamiento valid?

The padr贸n itself is permanent until you move. The volante printout is considered fresh for 3 months by most institutions. After that, request a new copy (online or in person, free).

You're legally required to update the padr贸n when you move within Spain. The Ajuntament won't chase you, but if you don't update it your TSI card, school records, etc. will eventually point at the wrong address.

Quick FAQ

Do tourists need empadronamiento? No. It's only for residents.

Can I empadronarme without paying any fee? Yes. Empadronamiento is free, always. Anyone charging you to "process" it is selling a gestor铆a service, not the actual fee.

Will my landlord be notified? Generally not, but they can request a list of who's empadronado at their address. If you're empadronado at a place you don't legitimately live, this is fraud and the landlord can challenge it.

Does empadronamiento make me a tax resident? No, that's a separate concept (183-day rule + Modelo 030/100). Empadronamiento is administrative, not fiscal.
